Documents required for importing used household goods, personal effects, and related shipments.
- Copy of passport
- Packing list
- Original bill of lading (OBL) / express release (2 non-negotiable copies showing ocean freight rate) / air waybill (AWB)

- Detailed inventory of new items (bought less than 6 months before shipment arrival) in English, dated, valued, signed by the shipper, with original invoices attached
- Tax identification number
- Free entry certificate (if applicable)
- Diplomatic declaration signed by the diplomatic organization
- Customs baggage declaration (Form CE 11), signed in the presence of a customs officer

Specific Information
Free entry certificate: Takes approximately 20-40 days to obtain. Relevant documents must be received by the agent before the shipment arrives to minimize port charges.
Shipper must be present for customs clearance. All shipments are subject to inspection.
Currency: Fijian dollar (FJD). Approximately 1 USD = 2.25 FJD.
Duties & Taxes
Duty-free for qualifying importers: Returning residents who have lived abroad for at least 12 months and persons with dual citizenship are entitled to duty and VAT exemptions. Clothing, toiletries, personal computers, and other personal effects are also free to import.
Diplomatic exemptions: Diplomatic organizations are exempt from duty and VAT provided the consignee completes Form FA608 prior to the shipment's arrival.
New items: Items purchased less than 6 months before arrival are subject to duties and taxes. A detailed inventory with original invoices is required.

Specific Information
Vehicle age limit (5 years): Vehicles older than 5 years from the date of manufacture cannot be imported.
Import license required before arrival. The import license must be obtained prior to import. Failure to have this in place will cause delays and demurrage.
Duty schedule (per IAM guide):
- 1,001-1,500cc: FJD 7,500 specific duty
- 1,501-2,500cc: FJD 11,500 per vehicle
- 2,501-3,000cc: FJD 18,000 per vehicle
- Over 3,000cc: FJD 23,000 per vehicle
Additional duties on used cars: 32% of invoice value plus 15% excise duty plus 9% VAT. Customs will take whichever amount is greater (the specific duty or the ad-valorem calculation).
OBL requirements: Must include chassis number, engine number, color, model, make, and weight of the vehicle.
Quarantine/agriculture clearance required for all vehicles (biosecurity inspection for soil, seeds, and pests).
Driving: Driving is on the LEFT-hand side of the road.

Fiji is a rabies-free country and maintains this status through strict biosecurity controls. Non-compliance with import conditions will result in the animal being returned to the country of origin or destroyed, at the importer's expense.
Mandatory quarantine for ALL pets. This is the critical distinction. All cats and dogs entering Fiji are subject to a minimum 30-day mandatory quarantine at the BAF Post Entry Quarantine (PEQ) station in Koronivia, Nausori. The quarantine duration depends on when the titer test blood was drawn:
- Blood drawn 150+ days before arrival: 30 days quarantine (minimum)
- Blood drawn 135 days before arrival: 45 days quarantine
- Blood drawn 90 days before arrival: 90 days quarantine
- Blood drawn 60 days before arrival (minimum): 120 days quarantine
- Pets from Australia and New Zealand: 7 days quarantine
The total period from blood draw to release must equal at least 180 days.
Plan the titer test timing carefully. Drawing blood 150+ days before arrival optimizes for the minimum 30-day quarantine. This is the single most important planning decision for pet owners.
Post-quarantine surveillance: After release, pets from countries other than Australia/New Zealand are subject to home quarantine with veterinary examination every 10 days for 5 months, then a 9th-month inspection, and a final 12-month inspection.
Country categories:
- Group A (rabies-free): Australia, New Zealand, Hawaii, UK, Japan, Singapore — shorter quarantine
- Group B (controlled rabies): U.S. mainland, Canada, most EU countries — longer quarantine (30-120 days)
- Group C (endemic rabies): many Asian, African, and South American countries — may face additional requirements or refusal
Only dogs and cats have a clear import framework. Birds, reptiles, and other exotic animals face additional restrictions or outright prohibition. All bird species are prohibited per the IAM guide.
Banned breeds: Dogo Argentino, Fila Brasileiro, Japanese Tosa, pit bull terriers (including American pit bull terriers), and any crosses of these breeds. Serval cats, any breed crossed with serval cats, and any cat within 5 generations of original serval cat parentage are also prohibited.
Age restrictions: Cats and dogs below 4 months of age are prohibited. Female cats more than 21 days pregnant at time of export are prohibited.
Direct transport required. Pets must be transported directly to Fiji (or via the most direct route). Official seals on crates must remain intact. The aircraft must not be carrying animals from other countries.
Quarantine booking: Reserve PEQ accommodation at least 1 month before arrival by calling BAF (+679-3312512).
Guide/service dogs: May be exempted from quarantine, but requests must be submitted to BAF for consideration.
CDC rabies status: Fiji is NOT on the U.S. CDC's list of high-risk countries for dog rabies (Fiji is rabies-free).
Common mistakes: Not timing the titer test blood draw early enough (results in extended quarantine). Not obtaining the import permit before shipping. Not booking quarantine accommodation in advance. Shipping banned breeds. Shipping pets under 4 months old. Not having all veterinary certificates stamped and endorsed. Assuming the IAM guide's statement that pets can only be "directly imported by air from Australia, Hawaii, or New Zealand" is still accurate (pets can now be imported from Group B countries including the U.S. mainland and EU, though with longer quarantine).
Consignment Instructions
Contact the destination agent to ensure all requirements have been met prior to import, especially for differences regarding air/sea shipments.
Free entry certificate takes 20-40 days. Start this process well before the shipment arrives. Documents must be received by the agent prior to shipment arrival.
Import license for vehicles must be obtained before the vessel arrives. Without this, the vehicle cannot clear customs.
Biosecurity is paramount. Fiji is an island nation with fragile ecosystems. Biosecurity inspections are thorough. All wood packaging, camping equipment, outdoor items, and vehicles will be inspected for soil, seeds, and pests. Clean all items thoroughly before shipping.
Pet import is a months-long project. From titer test blood draw to quarantine release, the minimum timeline is approximately 6 months (150 days pre-arrival blood draw plus 30 days quarantine). Customers should begin the process at least 6-8 months before their move.
Port of entry: Suva (main seaport) and Lautoka. Air freight arrives at Nadi International Airport. Quarantine station for pets is at Koronivia, Nausori (near Suva), regardless of port of arrival.
