TERRITORY NOTE: Guam is an unincorporated US territory in the Western Pacific. Shipments from the US mainland are treated as domestic movements for many purposes but still pass through Guam's Customs and Quarantine Agency (CQA). Shipments from all foreign countries are subject to US federal customs regulations. Guam drives on the right, uses the US dollar, and follows US federal law, but has distinct local requirements -- particularly for biosecurity, pets, vehicles, and firearms -- that differ materially from the US mainland and Puerto Rico.

Documents

Documents required for importing used household goods, personal effects, and related shipments.

Diplomats (A-1 visa holders):

  • Copy of passport (signature and photo page; some ports require passports for all family members listed on the CF-3299)
  • US Customs Form CF-3299 (Declaration for Free Entry of Unaccompanied Articles)
  • US Customs Service Supplemental Declaration for Unaccompanied Personal and Household Effects
  • Detailed inventory in English, signed by the owner of the goods (do not use "packed by owner," "PBO," "miscellaneous," or "contents unknown"; PBO boxes must have descriptive item listings)
  • Copy of visa (non-US citizens / permanent residents) or copy of permanent resident card
  • I-94 arrival record (non-US citizens; some ports require a copy)
  • Letter of employment
  • Original bill of lading (OBL) or copy of telex release / air waybill (AWB)
  • Importer Security Filing (ISF) -- must be filed before vessel sailing from the last foreign port for all ocean shipments
  • DS-1504 form submitted to the US Department of State by the diplomat's consulate or embassy at least 10 days before shipment arrival
  • Brokers may not clear customs on CF-3299 entries for A-1 visa diplomats
