Specific Information
No general duty-free exemption for household goods. All non-diplomatic shipments are subject to customs fees and duties. This applies equally to returning citizens, who must also pay full duties and taxes.
EAEU member state: Kyrgyzstan is a member of the Eurasian Economic Union (with Russia, Kazakhstan, Belarus, and Armenia). Goods moving between EAEU member states are exempt from customs duties.
Customs charges (non-EAEU shipments):
- Customs fee: 0.15% of CIF value
- Customs duty: USD 0.15 per kg net weight (on air and surface shipments)
- VAT: 12% (applied to CIF value plus duty and fee)
Consumables are prohibited under temporary importation but can be imported under a permanent regime.
Diplomats receive duty-free entry with proper documentation.
Photographs of cultural items: Two copies of photographs of each cultural item (artwork, antiques, artefacts) must accompany the shipment for Customs records. This is a distinctive Kyrgyzstan requirement.

Cultural items (artwork, antiques, artefacts): Permitted but require 2 photographs per item for Customs records. A separate valued inventory entry for each cultural item is recommended.
Cash and monetary instruments: EAEU rules apply. Cash exceeding USD 10,000 (or equivalent) must be declared at the border.

Specific Information
Temporary importation: Subject to customs duties of 3% VAT plus a 0.15% customs fee per month. The vehicle can be sold only after full payment of customs duty and VAT.
Permanent importation: Subject to full duties and taxes per the EAEU Customs Tariff. Foreigners permanently importing a vehicle must pay the applicable tariff rate based on the vehicle's age, engine volume, and CIF value.
Air freight vehicle shipments: All non-diplomatic air freight shipments over 50 kg are liable to an import tax of EUR 4 per kg. This applies to vehicles shipped by air.
EAEU Common Customs Tariff applies. Vehicle duty rates are harmonized across the EAEU and are structured similarly to Kazakhstan's rates, based on vehicle age and engine displacement.
Right-hand-drive vehicles: Not explicitly banned in the IAM guide, but Kyrgyzstan drives on the right. Confirm current regulations with the destination agent, as restrictions on RHD vehicles have been discussed periodically.
Pets
- Veterinary health certificate issued within 5 days of travel, signed and stamped by a government veterinarian in the origination country
- Vaccination record with current rabies vaccination
- ISO 15-digit microchip recommended (ISO 11784 / Annex A to ISO 11785)
- Government-issued pet passport (accepted as alternative to health certificate if it includes a health check within 5 days of travel)
Microchip: Not required but strongly recommended. Should be a 15-digit ISO-compliant chip. If implanted, the microchip number should appear on all documentation.
Rabies vaccination: Required no sooner than 21 days and no more than 11 months before entry. Multi-year vaccines must be validated by the veterinarian on the health certificate.
Additional vaccinations: Dogs must be vaccinated against canine distemper, canine hepatitis, canine leptospirosis (unless currently being treated), and canine parvovirus. Cats must be vaccinated against feline viral rhinotracheitis, feline panleukopenia, and feline leukemia. Cats must also be checked for dermatophytoses; cats with this condition should not be imported.
Rabies titer test: Not required from any country.
Parasite treatment: Required. Internal parasite treatment (especially Echinococcus multilocularis) and external parasite treatment (fleas and ticks) should be administered shortly before travel and recorded on the health certificate.
Import permit: Not required for 1-2 dogs or cats traveling with their owner. Imports of more than 2 animals per person, or unaccompanied/commercial imports, require an import permit, pre-travel quarantine, and health certificate.
Minimum age: Unvaccinated puppies and kittens under 3 months are granted an exception but must be microchipped and travel with a specific health certificate. Pet owners can also provide a serology test with acceptable rabies antibody levels.
Quarantine: No quarantine for compliant pets. Non-compliant pets may be quarantined, returned, or euthanized at the importer's expense.
Entry points: Pets must enter Kyrgyzstan at Almaty, Akatu, or Astana International Airports (note: these are in neighbouring Kazakhstan, reflecting the common transit routing through Kazakhstan for international flights to Kyrgyzstan). Direct flights to Manas International Airport (Bishkek) also accept pet imports.
EAEU veterinary certificate: The health certificate issued for Kyrgyzstan is valid for travel to other EAEU countries (Belarus, Russia, Kazakhstan, and Armenia).
Breed restrictions: Kyrgyzstan does not publish a list of banned breeds.

No FIDI guide available. No FIDI Customs Guide was found for Kyrgyzstan at any of the standard URL patterns. The IAM guide (2017) is the only industry-specific source, and it is relatively brief (4 pages). The guide's information on customs fees and duty rates has been cross-referenced against EAEU common tariff structures.
EAEU context: Kyrgyzstan joined the EAEU on August 12, 2015, making it the newest member. The EAEU Common Customs Tariff applies to all non-EAEU imports. The duty-free thresholds for personal goods were tightened in April 2024 (from EUR 1,000 to EUR 200 for postal/express, and EUR 500 for other transport). These thresholds apply to personal goods, not household goods shipments handled by moving companies (which follow separate customs declaration procedures).
VAT rate confirmed at 12% for 2026. Kyrgyzstan's VAT has remained stable at 12% since at least 2008.
IAM guide duty structure: The IAM guide states "USD 0.15 per kg for Customs duties" plus "0.15% CIF for Customs fees." This per-kg structure is unusual (most countries use ad valorem rates) and may reflect a simplified or specific tariff classification for household goods. The destination agent should confirm the current applicable rate, as EAEU tariff harmonization may have altered the calculation methodology since 2017.
EUR 4 per kg air freight threshold is a significant cost factor. A 500 kg air shipment would incur EUR 2,000 in import tax alone, before any other duties or fees. This should be prominently flagged in move estimates.

Consignment Instructions
Contact the destination agent to ensure all requirements have been met prior to import, especially for differences regarding air, surface (road/rail), and postal shipments.
Landlocked country. Kyrgyzstan has no seaport. Surface shipments typically arrive by road or rail, often transiting through Kazakhstan (via Almaty) or China. Air freight arrives at Manas International Airport (Bishkek). The most common shipping routes are through the port of Poti (Georgia) or Lianyungang (China) for sea-to-land transit, or via Almaty for consolidated loads.
Inventory requirements: A valued inventory in English or Russian is required. Cultural items require photographs (2 copies each). The letter to the Customs Committee and the letter of employment must be prepared in advance; the destination agent provides the format.
EAEU transit: Goods transiting through other EAEU member states (typically Kazakhstan) to reach Kyrgyzstan move under EAEU transit customs procedures. The destination agent coordinates the transit declaration.
Air freight weight threshold: Non-diplomatic air freight shipments over 50 kg are subject to an import tax of EUR 4 per kg. This significantly increases cost for heavy air shipments and should be factored into the move estimate.
