AMJ Warns of Steeper ACI Penalties

International moving companies routing groupage containers into Canada are being cautioned to tighten up Advance Commercial Information (ACI) filing practices, as penalties for noncompliance now reach CAD $8,000 per container.

In a July 2026 bulletin, IAMTrusted member AMJ International detailed why ACI filing carries outsized weight for consolidated shipments. Unlike FCL, LCL, or air cargo, where consignment goes directly to the customer and manifest data already exists, groupage containers are typically consigned to the destination agent, covering multiple individual shipments. Without ACI on file, the Canada Border Services Agency (CBSA) has no way to deconsolidate the container or clear individual shipments, leaving the entire load stuck at the terminal. CBSA fines will come on top of storage and detention costs from missed pickup windows.

The stakes are compounded by timing: Agents often get just a 24-hour window to pull a container from the terminal before additional costs start accruing. AMJ recommends supporting documentation, including draft seaway bill, container number, and seal number, be submitted at least 10 days ahead of estimated date of departure, noting that late submissions from origin agents are a recurring bottleneck.

IAM Member Impact: Members moving groupage into Canada should build ACI documentation into pre-departure workflows. Early submission and proactive communication with destination agents remain the clearest way to avoid penalties and terminal delays.
