ICS2 May Increase Customer Information Requirements

The new ICS2 advanced information system rolled out by the European Union (EU) from the beginning of the year may result in requests for more personal information from customers.

In their latest Global Shipping Update, the British Association of Removers highlighted that the system, that requires detailed pre-arrival safety and security data for all goods entering or transiting EU Member States may result in delays. “We have seen the EU add the “HHG and Personal effects” commodity description to its watch list, and while legitimate shipments currently should not be affected, consumers should be that a shipping line or the EU may reject a perfectly valid commodity code, which may cause delays while the mover works through a solution,” said the report.

The third release of ICS2, implemented on January 1 , 2026, applies to road, rail, and sea. Information has to be submitted shortly before the goods arrive at the first EU customs office of entry.
