Importing a Used Personal Vehicle
Required Documents
- Original purchase invoice
- Certificate of title
- Original bill of lading
- List of vehicle features (manufacturer, make, model, type, engine capacity in cc, engine number, chassis number, fuel type)
Specific Information
Duties and taxes always apply. Unlike household goods, motor vehicles are subject to duties and taxes for all categories of importer (except diplomats). The calculation is: customs value (invoice price + freight + other costs), plus 5% customs duty, plus excise tax (passenger vehicles only), plus 10% VAT on the total of value + duty + excise, plus a payable fee of MNT 7,000.
Excise duty by engine capacity and vehicle age:
Vehicles up to 1,500 cc: 0-3 years USD 500; 4-6 years USD 1,000; 7-9 years USD 1,000; 10+ years USD 6,000. Vehicles 1,501-2,500 cc: 0-3 years USD 1,500; 4-6 years USD 2,000; 7-9 years USD 3,000; 10+ years USD 7,000. Vehicles 2,501-3,500 cc: 0-3 years USD 2,000; 4-6 years USD 2,500; 7-9 years USD 4,000; 10+ years USD 8,000. Vehicles 3,501-4,500 cc: 0-3 years USD 4,500; 4-6 years USD 5,000; 7-9 years USD 6,500; 10+ years USD 10,500. Vehicles over 4,500 cc: 0-3 years USD 7,000; 4-6 years USD 7,500; 7-9 years USD 9,000; 10+ years USD 13,000.
Note: Vehicles 10 years or older face sharply higher excise duties, effectively discouraging the import of older vehicles. Confirm current excise rates with the destination agent, as these are subject to periodic adjustment.
Pets
- Original owner's passport
- Residence permit (for non-citizens)
- Vaccination record
- Original bill of lading (OBL) or airway bill (AWB)
- Veterinary health certificate, stamped by a government veterinarian in the country of origin
All documents required for the household goods shipment are also required for the pet import.
Health certificate: The veterinary health certificate must show the pet's name, sex, and breed, and must be stamped/endorsed by a government veterinarian in the origin country.
Vaccination: Rabies vaccination is required. Standard vaccinations for dogs (distemper, hepatitis, parvovirus, leptospirosis) and cats (panleukopenia, rhinotracheitis) are recommended.
Microchip: An ISO 11784/11785 microchip is recommended for identification purposes.
Common mistakes: Not having the health certificate endorsed by a government (not private) veterinarian. Missing the pet's name, sex, or breed on the health certificate.
Consignment Instructions
Recommended: Contact the destination agent to ensure all requirements have been met prior to import, especially for differences regarding air / sea / rail shipments.
Port of entry: Mongolia is landlocked between Russia and China. There are no seaports. Sea freight typically arrives at the Chinese port of Tianjin and is transported overland by rail or road to Ulaanbaatar. Alternatively, shipments may be routed through the Russian port of Vladivostok and transported via the Trans-Siberian Railway. Air shipments arrive via Chinggis Khaan International Airport (UBN), located approximately 50 km southwest of Ulaanbaatar.
Land borders: The primary road/rail border crossings are Zamyn-Uud (Mongolia/China border, connecting to Erlian/Erenhot) and Altanbulag (Mongolia/Russia border, connecting to Kyakhta). Border crossings may involve longer queues and additional document checks.
Transit considerations: Shipments transiting through China or Russia require careful coordination with transit customs authorities in those countries. Transit delays, especially at the China-Mongolia border at Zamyn-Uud, are common due to gauge changes on the railway (Mongolia and Russia use 1,520 mm broad gauge; China uses 1,435 mm standard gauge).
Climate: Mongolia has extreme continental climate with winter temperatures dropping below -30 degrees C. Shipments arriving in winter should be adequately protected against freezing temperatures, and scheduling should account for potential weather-related delays.
Electrical standard: Mongolia uses 220V, 50Hz with European-style two-pin plugs (Type C and Type E).
